Week 4 with Rep. Matt MacPherson

Dear Friends and Neighbors,

We’ve just wrapped up the fourth week of the 2026 General Legislative Session, bringing us to the halfway point of the session. This week brought meaningful progress on several key bills, along with productive committee discussions and ongoing collaboration across the political aisle. I remain focused on advancing community‑centered policies that reflect the priorities of District 26. Your feedback continues to guide my work, and I’m grateful for the conversations, emails, and visits that help keep our district’s voice strong as we move deeper into the session.

Session Week 4 Update
Progress on My Bills
This week, several of my bills continued moving through the legislative process. HB 136 Unlicensed Driver Amendments passed the House and has been introduced into the Senate, where it is awaiting a committee assignment. HB 148 Tax Return Donation Amendments also passed the House and is now waiting to be heard in the Senate Revenue and Taxation Committee. 

Additionally, HB 314 Firearm Purchase Amendments passed the House and is now assigned to the Senate Natural Resources, Agriculture, and Environment Committee for its first hearing. This bill removes the requirement for firearm dealers to use a duplicate background-check form provided by the Bureau of Criminal Identification. It also extends the period the bureau can retain background-check records from 20 to 30 days.

HB 455 Peace Officer and Dispatcher Standards Amendments earned unanimous support in the House Law Enforcement and Criminal Justice Committee. This bill allows the directors of the Peace Officer Standards and Training Division and the Department of Public Safety to permit applicants with expunged or dismissed disqualifying criminal offenses to attend certification academies or take exams for peace officer or dispatcher roles.

HB 82 Judgement Information Amendments received a favorable recommendation from the Senate Revenue and Taxation Committee and is now on the Senate 2nd Reading Calendar. Additionally, HB 302 Government Speech Neutrality Amendments has been assigned to the House Government Operations Committee and is awaiting its first hearing. Also, HB 539 Criminal Justice Modifications was numbered this week and is now waiting to be assigned to a committee. Lastly, HB 392 District Court Amendments passed both chambers this week and is now headed to the Governor for final consideration.
Investing in Utah's Students
I had the opportunity to join my colleagues in highlighting the important work happening in public education. Our educators, staff, and school leaders continue to set a high bar for what’s possible in Utah classrooms. It was a challenging budget year, and as Vice Chair of the Public Education Appropriations Subcommittee, I worked closely with USBE and our education partners to keep as many dollars in the classroom as possible. I appreciate the collaboration that helped us meet our budget targets while still increasing funding in the areas where it’s needed most.
As the session continues to move forward, I remain committed to keeping our district informed every step of the way. I’m grateful to everyone who has taken the time to stay engaged throughout the session.
